Outer Borough Engineering is a New York and New Jersey based civil engineering firm dedicated to delivering practical, innovative and dependable solutions for homeowners, architects, builders, and developers. Founded by Philip Hollnsteiner, P.E., the firm was built on a commitment to technical excellence, responsive service, and a deep understanding of local municipal requirements.

We specialize in civil design, drafting, and obtaining agency approvals, guiding clients through every step of the process. From initial concept to final sign-off, we work to streamline complex procedures and provide clear, reliable results.

Philip Hollnsteiner graduated from Rensselaer Polytechnic Institute in 2013 with a B.S. in Civil Engineering and brings over a decade of industry experience to his work. His background includes engineering roles at a nuclear power facility, bridge maintenance inspections, and construction project management at an international airport. In recent years, Philip has focused on helping homeowners and builders with civil engineering design and securing the approvals needed to move projects forward. Outside of work, he enjoys golf, scuba diving, skiing, and traveling.
